Example: VlanId = 1, IdStep = 1, IfRecycleCount = 2, IdRepeatCount = 0. Generated values will be 1, 2, 1, 2, 1, 2, and so on.

Example: VlanId = 1, IdStep = 1, IfRecycleCount = 2, IdRepeatCount = 1. Generated values will be 1, 1, 2, 2, 1, 1, 2, 2, 1, 1, 2, 2, and so on.
